Is anything fully funded?
Very little. The Government of Ireland scholarship is the one verified award that covers tuition and living costs.

Funding a PhD in Ireland
The Government of Ireland scholarship covers master’s, postgraduate diploma or phd (nfq level 9–10), so PhD applicants can apply in the same annual HEA round as master’s students.
Most other PhD funding is attached to a funded research position, advertised by the university or research centre with its own stipend and fee waiver. Apply to the position, not to a general scholarship, and confirm the funding terms on the official page of each post.
A PhD is NFQ Level 10, so it qualifies for up to 24 months of Stamp 1G stay-back afterwards.
